how to freeze a video for 3 seconds atthe end of scene

Add the velocity envelope, add a point to the line and drag the velocity line to 0 (still). If you go into negative numbers, you will reverse the clip.

If you have trouble dragging the line to exactly zero, (mine goes from +3 to -3) you can right click the point and choose Set to... from the menu.

And another awesome Vegas shortcut: you can hold the CTRL key down while dragging on just about any keyframe or slider for more precise control.
