I got this from the vegas support site
Very useful for creating snapshot scenes and special effects work.

1. Add your video to the program's timeline.
2. Use your mouse, the JKL scrub commands, or left/right arrows to position your cursor over the video frame you would like to copy.
3. After you have positioned the cursor, click the Copy Snapshot or Save Timeline Snapshot to File button in the Video Preview window.

Copy Snapshot just copies the frame to your Windows Clipboard so you can paste it into a photo-editing application such as our Viscosity or Adobe Photoshop.

Save Timeline Snapshot to File allows you to save the frame to your hard disk as a .jpg or .png.

In either case, the image will be captured at the preview resolution of the Video Preview window. If you want to capture the image at full size, click the quality drop-down for the Video Preview window and set that to Best (Full). For earlier versions of Vegas and in Movie Studio, right-click the Video Preview window and choose Display at Project Size from the shortcut menu. The image will then be set to the resolution of your output frame size. Note that images saved out will have a 1.0 pixel aspect ratio applied to them, so they will be saved at 654x480, the standard resolution for still images used in NTSC broadcasting.

That will work, and is really the obvious way to do it, but I think a better way would be to use the Velocity Envelope. This will give you a lot more flexibility and creative control.

1. Right-click you clip and select Insert/Remove Envelope > Velocity.
2. Add a keyframe where you want the clip to freeze.
3. Add another keyframe just down the timeline.
4. Drag that keyframe node to 0%.
5. Add another keyframe where you want the freeze to stop.
6. Add yet another keyframe and drag that one above the last one to 100% speed.

You will end up being able to "untrim" the end of the clip if you need more time after the freeze too.
