In Avid Liquid, you drop the BLUR filter on the clip. If you have multiple clips, copy the BLUR filter and paste it onto each clip.

You're lucky. Avid XPress Pro doesn't have a built-in blur filter. Luckily Boris was giving one away earlier this year and I snagged it.
